In a landmark operation that underscores the necessity of international cooperation in the fight against child exploitation, Operation Underground Railroad (OUR) Rescue, in collaboration with the Peruvian National Police (PNP), has successfully dismantled a network involved in creating and distributing child sexual abuse material (CSAM). Known as "Operation Los Cabineros," this mission has brought to light the disturbing realities of exploitation faced by vulnerable children in Peru.


Unveiling the Horrors


The operation centered around two suspects: a man who operated an internet center on the first floor of his home, and an inmate at a penitentiary in Lima. The first suspect, taking advantage of the economic hardships prevalent in his district, lured boys aged 8 to 10 with the promise of video games and financial incentives. These young boys, drawn into the trap, were subsequently abused in a bedroom at the suspect’s house, where the acts were recorded to produce CSAM.


The produced CSAM was then transmitted to the second suspect, an inmate who capitalized on his position within the prison to sell the material to other criminals, turning a profit from the vile exploitation of these minors.


The Tip-Off and Investigation


The investigation began in April 2024 when the PNP received a crucial tip from the National Center for Missing and Exploited Children. Recognizing the gravity and potential scale of the crimes, the PNP sought the expertise and assistance of OUR Rescue, an organization renowned for its work in combating human trafficking and child exploitation.


Coordinated Action and Arrests

A meticulously planned series of search and arrest warrants were executed, leading to the arrest of the primary suspect at his residence. Law enforcement officers seized multiple electronic devices, which are expected to provide further evidence of the crimes committed. The operation also targeted the inmate, who played a pivotal role in the distribution network from within the penitentiary.


The Aftermath and Ongoing Efforts


While the young victims involved in this case have yet to be identified, efforts are intensifying to locate them. OUR Rescue has committed to providing comprehensive Survivor Care services, which will include psychological, medical, and social support to help the victims heal and rebuild their lives.


This case remains active, with OUR Rescue continuing to support law enforcement agencies both financially and in an advisory capacity. The organization’s commitment highlights the ongoing need for resources and expertise in addressing and preventing child exploitation.
